The Former President's Woke Alarm Overlooks The Continent's True Danger: Economic Decline.

The recent US national security strategy offers a flawed assessment of the European Union. It claims that unrestrained immigration and so-called "progressive" policies pose an existential risk to European civilization. Yet, this perspective rests on a serious misreading of the reality. The true challenge confronting Europe is not cultural but economic and technological lag.

A Glaring Growth Divide Separating Europe and the US

Statistics paint a sobering picture. Between 2008 and 2023, US GDP surged by 87%, compared to a mere thirteen and a half percent increase for the European Union. Over this period, EU GDP per capita dropped from 76.5% to just half of the US level. Strikingly, even Mississippi now boasts a higher per capita income than major EU nations like Italy and France.

Currently, about half of the global 50 largest tech companies are American, while a mere four are from Europe.

The Technological Shortfall: The Core Question

The growing disparity is driven by stronger productivity growth in the United States, fueled by technological innovation and better use of resources. The landscape of global tech dominance is decidedly US-centric. Over the past fifty years, 241 US firms have grown into companies valued at over ten billion dollars, compared with only fourteen in Europe.

This gap prompts a pressing question: In the race for future industries like semiconductors, AI, and quantum computing, what is the EU positioned? Experts widely agree it is largely a two-horse race between the US and China, with Europe starting at a clear disadvantage.

Root Causes of the Continent's Innovation Gap

A number of key factors account for this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and agile network for financing new ventures. The EU has yet to establish a genuine capital markets union, a factor that caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hamper European business. A US startup can introduce a product under one regulatory framework to access a consumer base of over 330 million. The EU, despite a bigger population size, is split among 27 different national regimes, creating huge market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was historically met with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has weakened its ability in pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these hurdles, one can find reasons for hope. European leaders are growing more conscious of the severe threat and have begun to propose substantial change. Notable analyses on European competitiveness and the single market point to the need for sweeping changes.

Given appropriate policies and rule changes, Europe's strengths could support much higher degrees of business-led breakthroughs.

Europe retains considerable advantages: high-quality human capital, top-tier schools and universities, and premier labs. Coupled with a vast domestic consumer base and high savings rates, these elements could trigger a new wave of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in developing next-generation technologies, it can still dramatically boost economic output by adopting and adapting innovations from elsewhere.

A Critical Juncture

Europe now faces a critical crossroads. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. But, without bold steps to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible loss of world influence.
